Overview #
In most cases, prospective international students wishing to study at a Canadian post-secondary institution need a letter of acceptance from a Designated Learning Institution (DLI) when applying for a Canadian study permit or becoming eligible for a Post-Graduation Work Permit (PGWP).
A DLI is an institution authorized to admit international students. To obtain a Canadian study permit, you need a letter of acceptance from a DLI. If you plan to stay in Canada after your studies and apply for a PGWP, choosing the right institution and program is crucial because only certain DLIs will make you eligible for one. Applicants must provide the DLI number for their school of choice. The DLI number begins with the letter “O” on the study permit application form.
DLI Exemptions #
In some cases, students may be exempt from providing a letter from a DLI or a DLI number in their application. These cases include:
- Students at a primary or secondary institution, which are automatically designated and do not have a DLI number.
- Family members of foreign nationals whose work permit or study permit application is approved in writing before entering Canada. In this case, the family member may obtain an open study permit.
- Some institutions in Quebec are designated by the provincial government but do not have a unique DLI number.
If DLI Status is Lost #
Occasionally, institutions may lose their designated status, affecting international students depending on the timing.
- Before Submitting a Study Permit Application:
- If you submit an application with a letter of acceptance from an institution that is not a DLI, your study permit application will be refused.
- After Submitting a Study Permit Application but Before Issuance:
- If the institution loses its designated status before the study permit is issued, you have three options:
- Withdraw your application.
- Submit a letter of acceptance from a different DLI.
- Do nothing, in which case your application will be processed with the provided information and likely refused.
- If the institution loses its designated status before the study permit is issued, you have three options:
- After Receiving a Study Permit:
- If the institution loses its designated status after the study permit is issued, you have two options:
- Transfer to another DLI.
- Continue studying at the non-designated institution until your study permit expires. Note that the study permit may not be renewed for the non-designated institution.
