Canada Announces 2-Year Cap on Student Visas

Canada’s immigration minister, Marc Miller, announced that the Liberal government will impose a temporary two-year cap on new student visas, resulting in a total of around 364,000 permits in 2024. The measures, aimed at reducing intake by 35% over the next two years, are temporary and will be in effect for two years.

Miller stated that the goal is to maintain a sustainable level of temporary residence and prevent further growth in the number of international students in Canada in 2024. The cap for 2024 is anticipated to lead to around 364,000 approved study permits, marking a 35% decrease from 2023.

Caps Will Depend on Different Provinces

Each province and territory will receive a share of the total permits based on their population, aiming to bring about substantial decreases in provinces where the international student population has grown unsustainably.

Provinces and territories will have the authority to determine how permits are distributed among universities and colleges in their area. The cap will be effective for two years, and the number of visas for 2025 will be reconsidered by the end of this year.

What Does This Mean for Post-Graduate Work Permits in 2024?

The government has made significant changes to the Post-Graduation Work Permit Program, which enables international students to work in Canada after completing their degrees. Effective September 1, postgraduate work permits will no longer be accessible for institutions following the public-private model, according to Minister Miller.

Additionally, Minister Miller mentioned that in the coming weeks, they will announce that open work permits will only be permitted for spouses of international students enrolled in master’s, doctoral, and professional programs like medicine and law. Unfortunately, spouses of international students in lower-level studies, including undergraduate and college programs, will no longer qualify for open work permits.
